You need at least 800,000 THB in a Thai bank (maintained 2 months before application), OR monthly income of 65,000 THB, OR a combination where deposit + (income × 12) ≥ 800,000 THB.
For the Non-O-A visa, health insurance is required with OPD coverage ≥ 40,000 THB and IPD coverage ≥ 400,000 THB. The Non-O visa applied inside Thailand may not require it.
